Proposals for new U.S. betting rules

The Association of Racing Commissioners International (RCI) has proposed a new set of rules on betting integrity. The proposed rules would apply to national, including interstate pari-mutual wagering. Rules on international common pool wagering are still to be developed.

The new rules would require each wagering entity to monitor its pools and to participate in a national monitoring system by regulators to investigate potential illegal activity that could cheat the bettors and undermine the participants.

The new rules, which would have to be adopted by the RCI on 28 March, cover a number of detailed provisions for betting operators. They would apply to software, hardware, management and personnel, locations, remote access, reporting, ticket sales, cancellations and errors, complaints, simulcasting, interstate betting and account wagering.

As reported before, the National Thoroughbred Racing Association (NTRA) proposed to RCI the creation of a joint Office of Wagering Integrity to deal with these matters.
